Fixes

Version 1.1 FIXED 03

- returned back mat files of wheels for Ford Crown Victoria and Ford Explorer (there was red texture without these mat files)

- added police generic drivers' definitions for all variants of vehicles

- added sound definitions for Ford Crown Victoria and Ford Explorer

- deleted license_plates.sii file, font and license plates for country Belarus (there are some issues with other mods that include Belarussian license plates)

- deleted excessive traffic rules for countries which are not represented in this pack (there were a lot of "dangling pointer" errors in the game log because of the absent vehicles which are not included into the pack)

- fixed a few tobj files according the warnings in the game log

- changed the spawn_frequency value to 1.00 (give the harmony in spawn frequency with the police vehicles from the other mods).
