Put above Russian Open Spaces mod

Mod that translates Russian Open Sapces cargoes into English and Portuguese and fixes traffic in other countries and beacons.

It also fixes freight market crash.

This mod is a standalone to avoid conflicts with other mods when not using ROS, only use this mod with ROS active
