Nunavut Fix for DNA for American Truck Simulator

Fixes License plate and errors for DNA in Nunavut. I created the plates based on the flag and the fonts and stickers. Credit to JacobKazias for the def work and most of the technical stuff. I'll release a fantasy lp mod based on interest in this project.
